First Impressions & Appearance - (Out of 20)
Honestly, I'm not a big fan of your style. It doesn't necessarily look bad, but I really do not think that this is a good style for an RP site to have. Your banner at the top looks pretty good, but I don't think the style as a whole works well for your site. It's dreary and a bit bland. I would recommend seeking a different theme with some more engaging colors.
Your forum looks extremely inactive at a glance. First of all, you have several empty forums on your index. Empty forums make your forum look empty! Your statistics are also fairly low. I would recommend doing some post exchanges to boost your forum's appeal to prospective members. Make it look active at a glance.
Overall, my first impression of your forum was not good.

Site Layout - (Out of 20)
I can understand having a long index on an RP site, but your site takes it to an extreme. I think that you're starting your forum off with more than it can handle. I understand that you want to make your RPG as realistic as possible, but I still think that it would be a good idea to start off
simple. I would recommend taking out some of the locations under your "Tree Hill" category that don't yet have any roleplaying topics. At first, perhaps you can combine some forums (for example, combine the "Tree Hill Elementary School" and "Tree Hill High School" into "Tree Hill Academy" or something of that nature) and then make more forums as you go along. You can simply explain that the community grows as the population increases (as urban areas tend to do in real life). Right now, there is simply too much for your prospective members to process. A lot of people may simply get overwhelmed by the amount of forums that you have. Once you get a comfortable base of users, it will be a little more safe to create extra forums. Members who have been around a long time won't have difficulty adjusting. Outside of the actual RPG, your layout looks decent. However, I would recommend moving your "Introductions/Goodbyes" forum to the "Starting Booth" category; members need to see a place they can introduce themselves right away in order to feel welcome.
To make a long story short, you need to cut down on the amount of forums in your "Tree Hill" category. The current layout may be very overwhelming for new users, and that may make them less likely to join and participate.

Statistics and Activity - (Out of 20)
Your forum currently receives approximately fifty-five posts per day. You have twenty-five posts for each of your twenty-two members. Considering that your forum has only been open approximately ten days, these statistics are not horrible. However, there is still room for improvement. Before you start advertising, I would recommend doing some post exchanges to make your forum look more active to prospective members. There are many users on Forum Promotion who would probably be able to make some good posts in your RPG. After you have a decent amount of start-up posts, I would recommend making use of our services here at Forum Promotion. Banner ads and text ads may be valuable to your forum. If you participate on any other RP forums, then you should definitely consider wearing a signature banner that links to your site. I'm sure that some hardcore RPers would be very enthusiastic to join your site.

Staff Moderation - (Out of 20)
If I can count, your forum employs five administrators. That seems like a good amount of staff members to start with, and I definitely wouldn't recommend hiring any more for a long time to come. All of your staff members appear to be active posters, and three of them are currently online. This indicates to me that your staff members are very dedicated to this forum. I do not believe that your forum has any staffing issues at this time.

Spelling/Grammar & Professionalism - (Out of 20)
I can tell that you've put a lot of thought into these descriptions. They definitely reflect the effort that you've put into your forum thus far. Anybody who reads them can tell that you're serious about this forum, and the vivid descriptions of your locations add to the roleplaying experience. The grammar in your descriptions is also accurate for the most part; there are a few errors sprinkled in here and there, but they aren't anything that most people would pick up on. I think your descriptions are wonderful, and I wouldn't recommend any change to them!

Closing remarks: You definitely shouldn't let the fact that you received a mediocre score on this review discourage you in any way. Despite some flaws with the forum, the ideas you've come up with for your RPG are wonderful. I definitely see some potential for this RPG to become something very popular. However, I still think you should address the flaws with the forum part that I mentioned above.
Forum's strong points: The ideas you've formulated for your RPG are legendary, and I can definitely see some potential here.
Improvements to make: I think that you need to improve on the aesthetic appeal of your forum, and you need to simplify your layout a tad so that new members aren't intimidated.
