Dictionary.com definition of terrorist:
a person, usually a member of a group, who uses or advocates terrorism.

Definition of terrorism:
the use of violence and threats to intimidate or coerce, especially for political purposes.

So I suppose from a certain perspective yes bush could be a terrorist but you keep dodging the fact that bin laden was also.
