If you happen to have a Facebook account, you can create a page for your community, then you can invite all your FB friends to the page (thus getting it more likes), then you could hire someone to post up interesting topics onto the FB page so as to keep the people on the FB page interested and that way it would encourage them to join the forum.

I would also suggest, doing the same with Twitter. 🙂

You can signature advertise effectively by visiting Anime forums and posting in the One Piece sections.
