Outbound links on a forum

Most forums allow out bound links via signature line, advertising, etc. And, sometimes these outbound links are do follow. But, couldn't a massive quantity of outbound links on a page affect your page rank for that page or even possibly affect how well it ranks in Google? Maybe Google would see that page as being spammy? What can be done about this?
 
You can change all of them to nofollow links.

There are plenty of tutorials on how to do so.
 
I think it is a good thing. It shows that your site is valued that's why everyone is linking out.
 
Google will value that page, as backlinks will be counted and indexed in Google. Your page will gain Page Rank and visitors as well.
