Make a lot of backlinks with other high ranking forums and even buy some backlinks on high ranking forums.

Add your link into your sig on forums, they will all help you with gaining a page rank.

It is also impossible to tell you how long it will take you to gain a PR, it all depends on the next update of PR google does and how much work you put into it...

The key to getting PR is to build back links to your site. But don't focus too much on your PR. Provide a great forum for your members and make attracting them to your site the focus of your SEO and promotion.
