Page Ranks

This is going to sound like a completely stupid question but its been bugging me so I thought I would just ask...

How do you define a forum (or websites) page rank?

In a nutshell, very popular sites are given by default a PageRank of "10". Sites which these sites link to get a PageRank of "9". It keeps on going down the ladder until you have PageRanks of 4, 3, 2, and so on. It's more complicated than that, but that was the original idea behind it.
