i have an unverified PayPal can i send or receive transaction from it ? and yeah i am an Indian .

Having a PP account in India is already a pain. Being unverified, you might pull out locks of hair.

Not really sure about PayPal's terms of service from where your location is but usually they allow users to send and get money from unverified, but likely to be very restricted access.

I live in Japan and have a unverified paypal account. It allows me to send money up to a limited amount.

I am also from India and I can tell you that if you have unverified paypal then you can receive money only upto $500 and there is also sending limit but you wont be able to send money for most of the online serviceproviders like for godaddy.com,yahoo but still you can use it with some of service providers which accept unverified paypal payments like namecheap.com 🙂 and you can send money to other paypal pesonal accounts
