Paypal without being verified?

Someone told me that I could send money to other paypal members even when I don't have my account verified. What type of account would I need to set up to do that?
 
I think you have to be verified to send money. They have to make sure your legit.
 
I think being verified makes your limit higher and you can send and recieve money from any paypal account.
 
You can send and receive money with a non verified as I have a unverified account but like Ace said you don't have as high limit.

You just create an account on the paypal website.

I think you can recieve about £1900 with a unverified account and i am not sure how much you can spend but i think its lower.
 
I think it may be is you live in the US you need to be verified to send money. Everyone that can don't live in the US can do it. :/
 
You need to add a credit card to the account (It won't verify the account) but it will let you get and send money (And the limit is lifetime unless verified)

EDIT: Nevermind, limit does get reset

It's reset every month your account was created, So basically in non-paypal confusing terms, It resets yearly on the day you created your account.
 
It depends on where you live though. Some countries require verified PayPal and others have a transfer leeway for unverified accounts. Read the TOS if you are not sure.
