Well, I'm just wondering a few things. When you have to verify a paypal, will it take anything out of the credit card used to sign up with? Mom said I can get one (much to Agent's delight) but only if it doesn't cost anything. Just double checking

If you have a bank account it is much easier. Especially if you have online banking.
You put in your account number and your bank's routing number, and they make 2 small deposits (mine totaled $0.21). You check your monthly statement (I recommend setting this stuff up around the 23rd or so of the month, so it will appear on your statement, I did mine around the 28th and it wasn't posted) for the two deposits, and you enter in the amounts on Paypal's website. Then you are verified. If you have online banking, you can get everything set up in a couple days, or however long it takes your bank to accept the deposit.

It doesn't cost anything if you set it up with a bank account. With a credit card I believe they do the same thing (two small transactions) but they are two charges. The amount charged to your credit card is added to your PayPal account when it is verified (so that you don't lose money).
