Why don't you just create another paypal? I've created several since I was 14 (20). I think I had one of my accounts blocked, I created a new one with the same debit card, different email. I called paypal up and said I had another account but I want to use the new one, basically transferred all my history from old accounts into the new one - or i think. haha. I know you're not "suppose" create multiple accounts but nothing happened to me. So call them up and explain and I'm sure they'll let you create another account.

I don't know about being able to send PayPal Money to another, but I'd look up Payza. I don't use it but I've heard some good things about it. It is the 2nd most popular money site (formely known as AlertPay).
I also recommend calling PayPal up to explain the situation.
Did you try to talk to them? I think they can make adjustments on your account. Besides you cant make any transactions when your paypal is blocked, can you?
