If they hound you, then they're masking their greed with being "polite". And therefore, you would be certainly right to NOT give them rep.

Not always. Quite a few people will simply take an awesome service and fail to recognize the person who did it for them. There's many greedy people in the world who will take advantage of others. This world is far from being inhabited by good honest people.
If they say that they would appreciate rep, it's still your complete choice on giving it to them.
They simply state they would like (at your leisure) a bit of appreciation or recognition if you enjoyed the service, and you can choose whether or not to do so. Open invitation. You don't have to take it.
Only the true jerks are going to say
"HEY! y u not giv me rep?"
