People who open forums without knowledge on the niche

I would say that interest in the topic is the #1 requirement.

I couldn't agree with you more if I tried. I mean, if someone opens a promotion forum, however, they have no interest in the subject, providing services to fellow forum owners, whatever, there's no way a forum like that could ever succeed, especially if the person has no interest in it what-so-ever.

I find it annoying when people do this. Loads of people make design and coding forums on PB but have no knowledge which is just silly.

All of this very true. Very much like someone excited about opening a store and knowing nothing of the products they sell. See this all the time!
