It does not allow the creation of categories? It says so in the admin panel ;p

I was pretty sure too. I was looking for the option to create categories but couldn't find it.

Create a new forum and then select the "Forum type" to "category".

It depends on what you mean by "new phpBB". They released a maintenance release (3.0.9) on the 11th of July - http://www.phpbb.com/community/viewtopi ... &t=2134142
