You know you can use the search over at phpBB. With searching for "prefixes" and "attributes" I found these two MODs. Forum Promotion uses this MOD and this MOD is also a good one with many features.
A new Mod which isn't fully working yet, but I found it... Topic Multi Moderation, you can do loads of amazing things with it including adding prefixes to threads.
