I am not a employee of phpBB team, but I do know someone who is though so I could send him a message for you, but honestly I doubt they will be changing the default design anytime soon. 😛

It look so bad and need improvement. Even MyBB use bit modern theme.

I think you need to think of phpBB like WP. you need the basic theme so you can modify it, the more complex the beginner theme is the harder it will be to modify it. I know that's not strictly true but it is in wordpress

Well to be frankly honest. MyBB didn't really update their theme very much compared to their older versions. It's overall still the same except for a tad bit of change here and there and threw gloss over it to make it look nicer, but it is still the same.

You are correct it isn't responsive to mobile devices.
