How can I adjust the setting on PhpBB so that group leaders can add members to the group their the leader of?

They can do it by default. They can go to User CP --> Usergroups --> Manage Groups.

Also, How can I change the group leaders rank from the Default Group rank to the Default Group Leader rank

Go to users and groups, type in the users name, go to the dropdown box and select rank, and then you can change it from there.

Set up a rank you want the TL to use.

ACP ---> Users & Groups ---> Enter the TL's name and submit ---> in the pull down box top right select "rank" and select the TL rank from the list and you are done.
