Does a posted picture in the forum affects the profitability and SEO? It adds to the content for sure. In one forum I go to, they discourage posting images because it drags the access that the page display is slower. I'm quite cofused because it seems that the picture has no value in the forum to which I disagree.

It depends on how much the owner is willing to pay for hosting. However, assuming he/she is willing to pay more, it can only be a help. I mean, who wants to go to a dull looking forum?
 
Posting images in forum depends entirely on the forum subject and the thread you are discussing. Also it depends on the forum admin to have images on his forum or just text discussions.
 
Certain types of forums are mostly pictures, so those types require strong hosting, assuming the owner isn't using a picture uploading service, and probably most are. Of course, though, a ton of traffic flowing into even a forum with the "picture uploading thing" might require a server anyhow.
 
Most forums allows to post images, Depending on the topic. Like show your self threads! yep images.

I tend to don't like images that are really really big that takes up your full screen and have to scroll down just to pass that one image
