First thing I looked at was this:

Threads: 3,324, Posts: 6,376, Members: 91, Active Members: 18

over 90 members and only 18 are active? I think you should try and entice your members to come back.

Secondly, how come it's weatherbb but the forums are actually under /forums/ ?

Overall I love the banner at the top and the forum skin is nice and easy on the eyes. Good job!

Your site looks like it has a ton of potential. I strongly suggest you begin (or continue) participating in existing weather forums. If these existing weather forums allow you to post a topic advertising your forum, do so. If they do now allow advertising, post a link to your site in your signature, try to become friends with some respectable members, et cetera, et cetera, et cetera. It sounds like you have a great niche, so at the moment, I'm not sure if advertising on promotion forums is really your best option.
