What is the strongest dragon type move up until Crystal version?

Dragonbreath (was in Gold/Silver, which is before Crystal). 😉 Though possibly Dragon Rage because that has a set amount of damage of 40HP, which could outdo a low-level Pokemon using Dragonbreath.

If you meant the strongest Dragon-type attack from before GSC, then it's Dragon Rage.

Actually the move "Outrage" which can only be used by Dragonite is the most powerful dragon attack up to crystal version.
It is Dragonite's Special Move.

I didn't think of Outrage haha, but Connor is right. I had to look it up to be sure.
