First Impressions & Appearance - (Out of 20)
First off, I see the awesome banner. I am a huge pokemon fan, even now, and I love Celebi. The light green theme looks great on your forum, and it matches with the banner. As much as I like Celebi, in the post icons, news links, banner, etc, it might be a good idea to incorporate more than one Pokemon. Mix it up a little.
Another thing I noticed right off the bat was the abundance of forums. This sounded my alarms momentarily, but they are all filled with posts. All of those forums are doing very well. There is a wide variety of content to appeal to all members.
So a summary, awesome theme! Try to add more than just Celebi. Near perfect so far.

Site Layout - (Out of 20)
The layout is flawless. From the descriptions, to the post icons, I cannot find anything to complain about off the bat.
All the forums are in order. You start with the beginning of the quest, then move down progressing towards the "Elite 5". I like that the lesser RPG's and off-topic forums are at the bottom, away from the rest.
Your statistics bars at the bottom are filled with useful information, not cluttered with random facts no one cares about.
"Perfect" is starting to sound like the word of the day for this review so far.

Statistics and Activity - (Out of 20)
This is where it all starts to crumble a bit. The forum is just about reaching the "dead" point. The news, intros, and off-topic seem to be the only sections with recent posts. There have been a few in the RPG's lately, but not enough. Activity sells the forum. Considering this is an RP site, there cannot be any RP'ing without active members and frequent posting.
Given that this is a Pokemon site, and (almost) everyone loves Pokemon, you probably wouldn't go wrong doing a few exchanges with Pokemon forums, or just in general. It is hard to find people that don't know even a little about Pokemon.
That being said, there are a TON of posts on the site. Even though the forum is inactive, the stats are still amazing. 750+ members, and 180,000+ posts.

Staff Moderation - (Out of 20)
I count 17 moderators, including global and regular. I count 9 admins as well.
Considering the inactivity of the forum, especially the staff, is it really necessary to have that many people running the forum? It can be daunting to new members to see that many staff, even if the staff are not there. Still, I will say that the staff would have been superb in these numbers at the forum's prime.

Final Remarks:
The forum is awesome. There is no doubt about that. It is an awesome assortment of Pokemon RPG's. In its prime, I know this forum would royally kick butt. But without activity, there is no point. This makes me sad. Looking at your forum, it is one of the best I have ever seen.
