I have decided level does not matter. Look how weak my teams were.

I beat the elite four with this team.
38 Pidgeot
38 typhlosion
38 Hypno
36 Kingler
36 Dragonair
43 Lugia

Surprisingly I owned Red with this team. I started the fight as a joke, and I was screaming and laughing when I saw I had a chance.

Some luck...snorlax was a b****. I kept doing zap cannon and dynamic punch...but they have no accuracy so it took like 15 minutes.

That is a pretty good victory, as I myself normally end up only having the main starter 'mon & Lugia at high levels along with Gyrados and the others are at average levels.

That's what I usually do as well, but after a few times I figured out that Lugia is too hard to train and is just as good at low levels, so I focused on leveling out experience.

Yeah, it seems like every version you get, they brag about how good the Elite 4 is in the Pokemon League, but when it comes down to it, like any other battle, if you level your Pokemon up enough you can beat them easily. Heck, I'm surprised they don't allow the main player (your character) to apply to become a member of the Elite team. I love Pokemon, but that's just sad, really.
