Navigate to Admin > Structure > Layout Templates > Forum Wrapper and look for $[shoutbox] (line 70). Right above it should be $[content]. Switch them around:

$[shoutbox]

After:
$[shoutbox]

It works, but it's above my forum title. Can I copy your form structure and theme? I like the layout. My forum takes the whole screen and yours is smaller.
