There are a few things I have never seen people discuss and that is how they feel about post exchangers who either reply to their own topics or, reply to a topic they've already replied to (perhaps they are responding back to someone who quoted them).

I am not sure but it feels like there is a kind of 'taboo' around this and I am wondering your thoughts on this. Have you ever done this? Or if you had it done to you, how did it make you feel?

I've done this on forums where there isn't a lot of new activity and only when someone either quoted me or brought up a good point that I could ask a question in return to try to keep a conversation going. I try to keep as many different threads going as possible though when doing post exchanges.

From the standpoint of the person on the receiving end of an exchange in my experience, I dislike it when someone asks the exchanger a question in response to a post they made, and they never reply back to it. I never want to be seen as the nit picky guy, but I have been considering requiring responding to threads they already responded to, as a requirement, if they feel they can still contribute to a discussion thread that keeps getting replies.

That is an interesting way to look at things. So are you saying if they are like a returning exchanger, and their post or thread has been quoted? They could easily continue the discussion by replying to whatever was asked.
