All I can see is the Welcome and bulletin categories and within the former, I have no access to two of the sections. The forum appears suspiciously short and lacks a visible area to talk about the series, which I'd think would be a given. If I was a fan of Pretty Cure not seeing sections where people can talk about the show itself, characters and where I can show off my fan creations just kills my drive before I even decide to join. Just by the absence of such areas I'd be inclined to rate this field below average. I will register an account to have a second inspection. Be warned that this is not a standard review practice.
I have logged in now. I can see more areas. I find it pretty odd that you let me know as a visitor that you have events and a shop area, yet you won't cue me on the existence of the kind of sections I am after if your community name caught my attention.
Overall, I think your structure is okay. I believe it would work better if you kept the Precure discussion and Fan creation areas visible but off-limits rather than completely hidden. This will allow any visitor to understand what your place has to offer. If instead, I had been unable to see the "events" or the "shop" areas, I wouldn't have noticed their absence and risked granting a lower score than necessary and potentially useless advice in this section.
I understand why you might have decided to keep the fan and role areas out of reach for the guests, as protecting their works for easy plagiarism is a strong reason for me to do the same thing if I had such areas. However, what's the reason for also hiding the PreCure discussion area? If you don't have a clear idea behind that decision (for example that it was just collateral damage from hiding the whole category), I recommend you that you make it visible and, if it pleases you, readable. I think this area is key to entice visitors, even though unfamiliar with the series to check more out and maybe even join to learn or share their own opinions.

Probably my only complaint in this field is the default icons for your forum sections. It really clashed with your design and unfortunately makes the place look unfinished or rushed.
The niche in itself is pretty original, at least for what I tend to find around. Finding active Precure communities is not easy, much less one that actually rather focus on the Fan-creativity side of it. So, at least from what I could see, it is a pretty original community topic with very few competition.
Focussing in a very specific niche is often discouraged with the reasoning that the more you specialise the harder it becomes to find the right target audience interested in what you have to offer. It definitely takes a lot of time, patience, cunning and effort to get the word out and reaching the right people. I am not saying this to discourage you. I think it is fantastic to see forum owners not going by the safe option and pursue their visions. Now it is just about reaching the people that will thrive in it and generating the content and ambient that will solidify its identity from other PreCure communities with room for fan creations.

I didn't know of Pretty Cure before knowing your community, but I definitely can appreciate the care for the franchise and the inspiration for the current theme. I hope that you keep rolling with it even if it feels overwhelming to get it rolling. I think you are doing really nicely and I hope your community gets better and you receive fanart and fanfics from the members.
