Problem with new phpBB install

I'm trying to install phpBB 3.0.11 on what I think is a godaddy host.

Some of the files are coming up in the requirements as unwriteable

When I try to CHMOD them I get this :

500 'SITE CHMOD 777 cache': command not understood

I've also tried CHMOD 600, but get the same problem

That all makes sense, Thanks Fowler.

Seems GoDaddy are a windows based server, and phpBB does not like windows based servers.
