It says buying links can get you flagged and banned? I really don't think this is true seeing as alot of forums(including fp) does this.

There is one or two more that make me wonder. One being swapping links... every site I have seen does this...

Yes, buying backlinks can get you banned. It's a method of bypassing organic methods of gaining a higher PR. You are doing the work, rather than people legitimately linking to your site. Of course if Google doesn't see this as a major threat to their system, then they will ignore you. It's usually PR6+ links which cause a stir.

Swapping links or ways to increase PR. That's the question Google Web Spam Team need to find out. That's why Google recommends using nofollow tags to make sure it's not being flagged as a way to increase PR.
