There's no 'other way' to promote. You just post it on websites and show it to people. Try making your forum unique, by holding contests, having its own currency, etc.

Facebook and Twitter are 2 sites I use to promote my forum. Use them correctly and you could get a fair amount of traffic from them.
Other than that, post on other forums. Keep your post updated with new information such as 'Reached 2000 posts' and thing like that. When you sign up at other sites, put an image or link in your signature (if allowed) but try not to spam.
