Promotion methods other than forums

Locally with the word of the mouth method if you want to go that route. However, the most effective way is paid advetisements but that can be a very costly option.
 
Another 2 popular methods to promote your sites these days are guest blogging and video marketing on YouTube.
 
I'm going to use Business cards with my site logo on them. This makes it easier to bring it up to people in daily conversations and also they feel like they are getting something from you and will pay more attention to what you are saying while you go on about your site, especially if the cards look cool!

Also, when they get home later that night and log on to the internet they will have likely forgotten your site url unless they have a nice shiny Business card with your logo and slogan there to remind them.
 
Retargeting marketing would greatly help if you already have people who are registered or newcomers
 
Viral marketing usually, take a controversial stance on a news topic, write an article about it or post topic on your forum and then promote the hell out of it, then hopefully people will begin to share your post again and again.
 
Are you active on Yahoo answers? If you have a gamer site, maybe you could answer questions there related to gaming and then link to a specific post or page on your site where you got that answer from. I would mix things up a little and link to other sites as that will make it look less like spam.
 
Tumblr, twitter, resource sites, fan sites, facebook page, InsaneJournal, LiveJournal, Pinterest, youtube, there are lots of possibilities!
 
me and my mate would normally sit on skype for a few hours and just adevertise on omegele, its great you sit down and put some tags into the box that relate to your forum and you try and get people to join, some of the responses can be pretty funy so i keep some screenshots handy

Write articles on Yahoo's Contributor Network,
Use popular/related hashtags on Twitter,
Develop media for Instagram that relates to your site,
Post on the forums of your members, if they have one.

Those are some easy things you can do to promote your website fast.

I thought about your question and I was looking for answers myself feel free to use them

I've seen alot of people say "local word of mouth" yes fantastic if you do it right, you may want to join local associations where you could meet other people and talk about your website.

also print out stickers, their cheap to print and you can stick them on telegraph poles, on the back of bus seats, on the walls of trains and have it circulating allover your local routes.

3rd if you've got time to kill and a friend to talk with, go for a long walk and do a letter box drop route print a fridge magnet with your website and etc on it. that way instead of people just chucking your flyer in the bin and forgetting about it, it will be on their fridge and they will see it over and over again. people love magnets to stick up bills and etc on their fridge or other important documents.

So these are a few offline promotions I have found very effective, affordable, and quiet honestly I would do them again and again.
 
Twitter, Tumblr, Facebook, Pinterest, plugboards, your signature and profile on other forums (not promotion forums), affiliation with other sites, advertising.
