First Impressions - (Out of 20)
I'm not liking the new skin. The background is ok, but the boards themselves look really plain. It's very unprofessional looking, and doesn't reassure new members that this site is going to be the place others will come and take notice.
The forum icon buttons, new/old posts, are nothing that stands out, and makes the forum look bland. I'd shrink those icons, at least by half, and it will make the boards less bigger. Notice how much space is under eachline in your board descriptions. It's the over sized icons causing that.
Plus, i noticed the reviews section locked, but still had the open icon with it?
And, lastly, the forum looks very disorganized ... the navigational buttons, and the forum icons legends , on the main page, are sitting all the way to the left of the forum, while everything else is centered up. Again, i would lose the navigational tool, put everything back together, and center your footers to line up the forum icon legend at the bottom.

Site Layout - (Out of 20)
I'm not liking the forum navigational links. Some may not know that's the forum set-up, and won't click anything, except the escape button. You need to make a good first impression; and most guests/new members like to see everything offered on an Ad Forum as soon as they arrive.
You've got all the forum services most would expect from an ad forum, but the services just don't seem inviting, and alot may see the forum as an incomplete, or inactive ad forum.

Forum Statistics - (Out of 20)
It's still very low stats for an Ad Forum. Cause i don't feel your doing what is necessary. An average of 20 posts per member just doesn't sound right, caus ei'm sure the admin has at least 1/4 of the total forum posts.
Ad Forums are usually the easiest to get members involved with, but the forum itself, may be turning them away.
Allow some free services, just for the first few requesters, to get some life in there, and get the ball rolling early.

Staff Moderation - (Out of 20)
You still don't have enough staff to handle the task necessary to run your forum. You're actually lucky it's not active, cause if you had request to handle, you'd have alot of work on your hands to please everyone.

Spelling and Grammar - (Out of 20)
Spelling is not a big deal, but, i noticed some grammar and punctuation errors in alot of board descriptions.
Plus, the Board descriptions are really not that inviting. They're just plain, boring, and not inviting. They need alot of tweaking.

Final Remarks:
As i said before, making an ad forum is a cinch ... but managing it, and keeping it going, and drawing in new members excited to advertise and get involved, is a whole other story.
You need to take some time, and see what other ad forums have, and what makes them popular, and incorporate your own ideas from that analysis.

That you are trying, and won't give up. There's just nothing much i can brag on about, here.
What was disliked most about the website/forums:
The navigational menus, and huge on/off icons that didn't match the forum, and enlarged the Boards in the process. Low activity.
How could I get you (The Reviewer) to join my website?
Still not sure, You need to offer some sorta of worth while contests, or promotional tricks to get others interested in what you have to offer. The look and layout definitely needs a lot of reworking.
