Medium Forum Review
First Impressions
First time visiting Promotion Shock, the overall impression is actually pretty good. Although I feel the blue color of your theme is more or less standard, it is not bad. It is easy to browse around the site. One thing to note is Promotion Shock does not seem to offer something different from other advertising forums; services and discussion sections are more or less the same with various other similar forums. Visitors can probably think there wouldn't be a difference to use your forum to advertise their website in. This can be a point to further think about, how to customize your site to be unique.
Appearance
Overall appearance is not bad, but not special either. As I said above, while blue is indeed friendly with eyes, it has been used so much that different colors will surely raise more interest in your site. Banner is quite good, you have some kind of mascot there. I feel the slogan with "energize" does not truly match the "shock"; you may want to review it. Stick to either "Promotion Forum" or "Forum Promotion" for the whole site; be consistent. Separate icons for each forum is a good idea, although I have seen the icon for "Forum Promotion" used at many forums before. Getting a customized one or search deeper can be the solution. Same goes for the post icons. I don't mean to judge but the rank images look very similar to what Forum Promotion has here. I don't say you copied FP ranks and tweak them a bit or vice versa. If I were you, I would try to find something else unlike any other forums to avoid people's words like copycat or so. The icons for advertising slots on side bar are not bad although they can be customized more to give a different feeling. I suggest you leave a link to the request topic as well so visitors or members don't need to go through so much trouble searching for the correct section if they want to buy the slot.
Ratios
Promotion Shock has 622 posts with 32 members. Roughly it means around 19 posts per member, not too bad for a forum which is just around a month old. There surely is space to explore more and raise the post rate, probably by adding more unique services and content, especially from staff members as their post count compared to the administrator is rather big in difference. The posts are mostly placed in the first three categories. You also have a bit too many forums and categories for a newly started forum, in my opinion. It is always better to start small. If the last two categories are really not very interesting, you can merge them first and place them as sub-forums for other sections to make your forum more compact. Then you can try to add content and see how it grows from there, or add unique sections like I mentioned and add content. The services are rather lonely too except for general promotion and packages; perhaps you need to think of something new, a good way to help advertising?

Post wise, being an advertising forum, since there are already so many of them out there, it is probably can't be helped to find similar threads everywhere. What I do like is how the administrator did his best to reply to all posts and threads and started new threads. What you need is more ideas of new, interesting topics. While a good source is to browse through other similar forums, you can try to adapt their ideas and change it to produce unique discussion threads. This can also be helped with creating additional unique sections (which is probably easy to say but hard to do). Talk with the community about this, maybe; ask what they want to see, what they need, make them participate, start contests. Make the community active, full of ideas, and have a spreading post rate.
Content
Grammar wise I don't see any problems with how the forum is designed. Good grammar in forum description, and good quality of posts are maintained too, at least from the staff members. Keep this up. What I want to address would be the forum/section names; I don't think strange names would truly hurt visitors or members eyes as long as you provide clear description of what they are about. In addition, it may spark up interest, since visitors would want to know the content of the sections with such unique names.
In the rules I find a line mentioning how shout box is only available to staff members so members are not allowed to request it to be added for them. I think it would be much better if you just remove the shout box link from public and make it visible for staff members only. When members or visitors click on a link they can't access, they will end up asking about it. While everyone knows you may have separate, hidden sections, it would be better for the public not to know what they do not have, than noticing it right there.
Final Remarks
As you maybe have known, starting an advertising forum is not easy at all given how there are so many of them out there (webmaster forums can be included too). This gives you a heavy task in customizing your site to be different and thus inviting: starting from appearance until deep down the content. As a one-month old forum you may still in journey to search what exactly your community wants. Keep on doing your best and brainstorm ideas as many as you can; it is very important for your forum's survival. All the best.
