As an Admin which of these are more of a concern to you? Are you more interested in quanity i.e. number of members, or lesser member numbers with more quality post?

I would take less members with quality post. If someone join my forum and post 3 word post and have horrible spelling/grammar I think to my self "A other little kid who going be active for day".

I would much rather have quality posters that post more interesting threads and answers so other members will take the time to read them. But when you are a new forum any new member no matter how good their posts are will be beneficial to the growth of your forum.

So really it doesn't matter what they post as long as they are a regular posters and add to the online members list it will benefit your forum.

I would rather have quality post,Having alot of members and post is nice, but it doesn't eally mean anything if it's mainly spam. =/

I like quality, but I also like quantity, because with quantity, sure your going to get some good posts, but your forum will progress slowly, but with quantity. Someone is going to go nutz at first, but might eventually slow down and make some good posts.

Now that is hard.
If i had a chance i would go with both but i'll be fair and go with one, and that is quality.

I don't really care how many members or posts my forum has, just aslong as it has a good amount of useful articles ready to be used.
I would have ot make sure every member had wrote more than 20 - 30 words per post suppense what type of forum, if it was introductions it would be about 12 words long and other forums like general discussion 20 words.
