Does this forum ever yield any lasting, regular members? Because I see a lot of post exchanges and the such... but I know at least for ME, I'm looking for lasting, loyal members. I want people to come and have fun with us... I'm not looking to get our sites post count up. I think we do that pretty well on our own.

Is there a better outlet for getting members to your forum who plan to stay?

It just depends on the user. You can't really force someone to stay active on your forum. They have to like your content and what you provide on your forum that will make them stay. The community, the design, etc. Everyone has different opinions and reasons why they are active on any board. There is no solution to how you can permanently get members to stay active on your board. It's only by chance that a user comes across your board and sees what he likes, thus making him visit every day. But there is no panacea.

I say no, most FP users are just here to promote and be active on FP, you may get some active users on your site if they really like you forum or you give them staff, but other than that as far as I have seen nope you wont.

Agreed. I would focus more on maybe going to your competitors forums and placing an ad in your sig there, be really active, that is an evil way of trying to get good traffic. Or you could just advertise like crazy on all promotion boards, optimize your site and hope for the best.
