I don't understand why you have a "Webmaster and Admin" section. The people who you want to attract are the normal internet users who don't own a website or forum or even have the remotest connection with administration, yet it appears you have a targeted section for people to shamelessly plug their link in. Same concept applies to the "classified" section. You have a "tutorials" section, but what for? It's way too broad of a forum; people could be posting things like 'how to ride a bike' to 'how to burn down a building'. There just isn't any ground or purpose for such a broad forum.
The forum is too long for my liking; the design doesn't help as it makes it even longer with the black dividers. Also, your banner isn't good; it's red which is a colour not used anywhere else, so I'm not sure of your colour scheme, and the black needs to be removed.
You have 7 sections which effectively should just be the 7 forums of your forum, rather than stretching it out to over 20 forums. Think of maybe 4-7 broadly named forums and just use that, and expand on user demand.
Overall, your forum needs a lot more work to be done and consideration. To summarize, reconsider the amount of forums, look at how the design makes your forum longer and look at a set colour scheme.
