Pros:
Your layout looks pretty good so far. Your index is a little long, but it's hard to avoid a long index on a promotion forum. It places the emphasis on the services, and that's good because that will be the main thing attracting members to your forum.
Cons:
You mentioned that you're working on custom images, but the problem here is that I'm not even sure that I like this theme that much. The orange just doesn't look right at all to me. I'm not sure I'll be able to explain why I don't like it very well, but here goes: the bright orange simply looks out of place and bad in this otherwise neutral theme. I think that the theme would look better if the cell pics (gradients) and the background at the top were tan or perhaps a light brownish color. Even after that change, though, I'm not entirely sure that it would make the theme look very attractive. I would almost recommend trying to find a whole new theme. I'm also not really a big fan of the gray background around the whole page with white for the background on the actual forum part. I just don't think that the colors in this theme go together very well. This is obviously highly subjective; you may find others who love this theme. I'm just giving you my opinion on it.
Your forum looks relatively inactive at a glance. You've got a small number of posts and members, and you've got two empty forums. Before you start promoting your forum heavily, you should try to do some post exchanges to boost your statistics. On a promotion forum especially, perceived inactivity isn't good.
Although I said that your layout is pretty good (it is), there are still some improvements that could be made. The first is purely a matter of personal preference: I would recommend moving your "Chit Chat" forum to the top of your "General Discussion" category. It just seems right to have the general discussion forum on top to me. Also, you're missing a forum to discuss computers/internet (however, if you add this, the emphasis will be taken off of your services in your layout since the general discussion category would have the same amount of forums; however, you will most likely be adding more services). Since you're a promotion forum, this seems like a pretty good thing to have. Also, I would recommend trying to come up with some more unique services for your forum. The services you have right now have been seen time and time again on various promotion forums. Your forum needs something unique to distinguish it from other sometimes larger forums that are competing with yours.
Final/General Thoughts: You've got a good start on your layout. You just need to get everything else situated.
