If I have an Unverified paypal account, 1. am I still able to receive money, 2.Am I allowed to spend money on a unverified account?

I received a 20 dollar donation from a visitor who sent a donation to my unverified paypal account link with a donate button on my website. I spent my 20 dollar donation with my unverified Paypal on Ebay buying stuff.

My answer is Yes, but you need a verified Paypal in many cases to buy webhosting, domain names, and subscription based services.

BTW, I live in Canada, if it effects me in any way. (Maybe Paypal for canada is different)

You can't send money using an unverified account. There are limits which is zero dollars sending limits for unverified accounts.

Is there any domain register where I can buy a domain name using an unverified Paypal Account. If you say Namecheap, please tell me how to buy a domain name using an unverified account. Thanks.

I believe you can. I think you need to be verified to send money once your paypal is empty because it needs to bring out money from your bank to put in your paypal account. It's been a long time though. Just get it verified. Easiest thing.

I used to use prepaid credit cards that you can buy at Safeway or the Gift card section in a major store like Walmart, etc to add money to my Paypal.

But, there is a 2 dollar loading fee for prepaid Credit cards.

Namecheap you can get domains from with an un-verified paypal account, Godaddy you can't.

It all depends on the country. There are different rules for different countries.

Well, verification isn't hard. Just take your bank account, and put your bank account number in. Then wait a few days and Paypal deposits two things in (like ten and maybe twenty cents in random), and then you have to tell them that for verification.

This would depend on the site your are purchasing off. Some require verified PayPal, some don't.

Well, I've created a paypal account, unverified and got someone to donate a small amount of money to me (1 cent or so), I tried sending it back and got this message:

Your account is limited. Please check your Account Overview page for messages about resolving this problem.
