Pros:
Your forum has a good amount of posts. This shows prospective members that they won't be alone if they choose to join and post a lot.

You seem to be concerned about the fact that many of your users are not active. The problem here is that there is no easy answer as to why your users aren't active. I see some improvements that can be made to your forum, but I still can't guarantee that your users will become more active once you make these changes. I do believe, however, that these changes will make your forum look better to prospective members; this means that you are more likely to gain new members. I suppose that some of these changes may make your current users more likely to post, but I can't make any promises.
First of all, I think it's odd that you put so many posts into your archive. I can see archiving really old posts, but you appear to have some posts in your archive that are still active; some of them were replied to as recently as the first of January. This archive contains the vast majority of the posts on your forum, and it is not visible to guests. This may make your forum look a bit "fake" to guests. Because guests can only see a small amount of the posts on your forum, they may assume that you are cheating to inflate your forum's post count.
I'm not a big fan of your style. The orange colors make your forum appear a bit dreary. Your banner at the top looks nice, but it simply doesn't fit your theme. I would recommend making or choosing a new theme that is a little more exciting. Try to pick a theme that matches your banner better.
One last thing I can think of to improve activity (if you haven't already done so) would be to send out a mass e-mail to your users. Your forum is almost seven months old, so it's possible that some older members have lost the URL to your site or forgotten to visit.
