Pros:
-You picked a great banner. It sets the theme for the forum early, and I was instantly impressed. I would change the description to "A Warhammer Empire site" (Fixed for capitalization).
-I like the milestone section at the bottom. It is interesting to see who makes a certain post and similar things. It is pretty useless right now, but in the future, it will be a great tool.
-Your forum descriptions are simple, yet descriptive. You say what needs to be said without taking up too much room. I love the new/old post icons, they are a nice addition to the forum, and fit nicely with the theme.
Cons:
-I have noticed there are not very many other sections apart from Empire discussions. I would suggest adding a few more off-topic sections, not just one off-topic. It will keep things organized as the forum gets more activity, and more sections means more posts. With a wider area of chat, there are more members to be attracted.
-A whole category for new topics is not necessary, it looks just like a whole forum category, but really isn't. If possible, put a "New posts" or "New topics" link next to "View active topics" at the top.
Final/General Thoughts:
I like the forum. The layout is great, you have good content, and it looks promising. Just think about the minor tweaks I suggested, and you will be in great shape.
