Pros
+ The logo. The logo is basic, but it looks pretty nice and professional. It gives a nice and simple feel, which is what people are looking for when it comes to URL shortening services.
+ The design. The design looks very nice. You have chosen a great blue, it's nice and attractive. Blue and white go great together; the color scheme is overused though all over the web, so it's not very unique.
+ It works. The URL shortening service works properly. I am not having any problems with it. It's quick and simple.
+ The speed. This goes along with the simplicity, but the URL shortening service is really quick. It's great as I for one tend to be in a hurry trying to reach a deadline when I use URL shortening services mostly.
+ The professionalism. Your website is very professional. It has "Terms & Conditions," a "Report Abuse" area, and even a "FAQ" page.
Cons
- It seems a bit unnecessary to have the "Agree Terms" check box when you are shortening a URL. You want it to be quick, so the check box could be removed. Instead, you could have a few sentences below where you enter the long URL, stating that you agree to our "Terms & Conditions" (with link to these terms) when you click on the "Go" button.
- Menu design. Your menu seems pretty outdated. It's not very appealing, it needs CSS or something so it will be more attractive and match the rest of the design.
- Lack of capitalization on menu. I know the lack of capitalizing in the menu is part of the design, and a lot of websites have their menus like that, but I don't think it looks that great. You want your website to be professional, and I feel stuff like this takes away professionalism.
- Feature expansion. Your website does offer a lot of features already, but to succeed, you're going to still need to expand on the features. You already offer a lot of great stuff such as being able to monitor your shortened URL, but there are many URL shortening services on the internet, and you'll need to take your website above and beyond for it to succeed. You'll need to expand on what you offer. You could have a page for image uploading (the image uploader would be accessible through the menu) on it as well, that's just an idea though.
- A little too much white. I think you could have a bit more blue on the design. You could do this by simply making the body background a bit taller really. I feel the footer area (white area at bottom) could be smaller, so there is room for this to be done.
Final/General Thoughts
Zhuk.in looks like a pretty nice website. It has a nice domain that is great to be used for a URL shortening service, but it will struggle if it attempts to compete with the big boys of the URL shortening genre, such as Bit.ly.

Making the menu a little more appealing, as it just appears to be a bit of outdated HTML. I think you should consider using images for the menu buttons or adding some CSS to the current menu to make it look more attractive.
