I would definitely recommend making some changes to your theme. Right now, it looks as if you've taken a default theme and changed the background to a custom image. You may want to change the colors of the tables and the headers and whatnot. It'd be nice to see either a fully custom theme for your forum or one that doesn't look default.
Your logo looks plain, and it really doesn't seem to fit in with your theme very well. The table to the right of your logo doesn't seem to fit in, either. I would recommend having a new logo designed for your forum. As I stated above, you should change the color of the table to the right of your logo. In fact, I think that your logo and the table would look good with completely transparent backgrounds.
Your layout is organized oddly. On a general discussion forum, I would recommend two to three categories at the most. You could have a category for your news, introduction, and suggestion forums; then, you could have another category for all your discussion forums. I don't think your current approach is terrible, but it could use improvement. It looks odd that you have a category with one forum in my opinion. If you change your forum's categories, you can also add more forums. I would recommend only having one forum for entertainment and technology to start. You can always add more sections later if necessary. Start simple.
I think that you should do some post exchanges to increase your forum's statistics. Guests may not realize that your forum is new; they might come to your forum and think that your forum is inactive because of the statistics. In a couple of weeks, you can request a full review and get some tips on advertising your forum. Until then, I would focus on post exchanges for some start-up posts.
