The files via Cpanel i suppose? Or the files that you get from Wordpress, meaning you go to EXPORT and then save the file, then upload it to your new wordpress?

THE REASON why my website loads slowly according to my host:
The server has somewhat a lot of accounts, some sites are quite popular and receive many users online at once. Majority of the websites are database driven (wordpress, forums, blogs etc), and once the server reaches a high amount of connections, the processes are queued and the server begins to lag. When it lags, a lot of you and the people on the websites become impatient and create loads more of extra connections that it can't cope with. Eventually, the server recovers once everyone stops rushing into their sites.
I have been monitoring the server, and tried to make adjustments to reduce the heavy load. It's still an ongoing process, and I will also be deleting dead accounts to free up resources.
They are trying to fix this, but I may try to switch to some other host in the meantime.
