I have a writer friend who complained that she was banned in one forums temporarily for a week. The reason given was her lack of activity in the forum. I find that reason weird since the forum seems to be requiring members to be active all the time. And that temporary banning is being used as an instrument to force such action on the part of the members. Do you do that in your forum?

This is totally wrong, members should come and go how they please. Not to have dedication to a forum, if not their account gets banned.

We never do that. Its an infringement of member rights, I guess (unless you run a roleplay character where inactive characters are sent to the bin and new players are allowed to take them).

I wouldn't do that as I don't believe in obligating people to posting on a forum as I would rather them post simply because they want too and not to fulfill any arbitrary obligation. I can understand in terms of RP forums where they can't let a story go cold because one of the members is inactive and not able to fulfill their role as a character but that's pretty much the only reason why you would kick someone out.

I don't think it's too cool to require the activity of all members. Instead, a forum should be a free place. Nonetheless, it's nice to see a lot of activity sometimes, of course.

Was it a roleplay site? If she's a writer, it probably was. They sometimes have strange rules like this, which I guess is understandable to some extent. Roleplays strongly depend on the players being active.

This is really weird being banned for not being an active member. I usually know that members get banned temporarily only as a warning for their spam or similar activities.
