I just got off the phone with a Sales Team Member from Register.com, and unless you had your account already set up with PayPal, PayPal can not be used anymore.
They obviously have some reasons for doing so. They wouldn't do it just for the fun of it or to annoy people. They obviously feel that the benefits of removing paypal for new members outweigh the backlash they will get.
It may have something to do with the fees paypal charge, high level of PayPal "disputes" or them not wanting to rely to much on PayPal who have a reputation for freezing accounts for seemingly no reason (as featured on a tv programme recently here in the UK).

Judging by the first post, if you have used PayPal to buy a domain for example then you can continue to use it. If you brought a domain with PayPal then by the sounds of it you can renew it using PayPal. If you did buy a domain but not using PayPal then you won't be able to renew it using PayPal although you can use whatever method you used to buy the domain previously. I don't see anyone being stuck in a situation where they can not extend their domain. Everyone customer should still have atleast 1 payment option open to them.
