I was kinda skecthy about doing this, even though i have to, based on the fact you haven't returned to the forum since you requested this review. But, here goes ...
First Impressions - (Out of 20)
The flourescent banner is brilliant! Before the forum finished loading, i was staring at it in awe. But for some reason; i'm just not personally fond of the blue/green category/board title colors. I'd make the top border(forum navigation), blue as well, to match the rest of the forum, and then the side menu's (green borderes) would stand out more.
It's look ver active and promising as a new Ad Forum, and should be very appealing to other guests as they arrive.

Site Layout - (Out of 20)
To me, an advertising forum who's width fillls the entire screen, is not very appealing. I would make just a little modification on the width, and get everything kinda more close togther with your board description and statistics. Trust me, it's much easier on the eyes to read 3-4 sentences of a board description stacked on top one another, than to scroll your eyes all the way across the screen reading one sentence.
I like the different shades of black/grey you got within the boards; due separate each notaion without an actual line bordering; even though it's there, still looks like it sinks into the skin, seamlessly.

Forum Statistics - (Out of 20)
With just being a little over a month, you've accomplished quite an impressive start. averaging about 20 members a week, and with around 150 posts a day. And the current active member at this time is about 10% ; which is also really nice to see.

Staff Moderation - (Out of 20)
Upon glancing at the toime of this review, i see there is at least one staff member from each staff category; which is very reassuring to members, knowing there's plenty of service staff ready and able.

One thing i recommend, is change the "New People" titel. It just sound too bland, maybe somethimg clever like "New Advertisers", etc ...
Minor details on some descriptions that i would've reworded myself, but otherwise, your Board tiles and descriptions appear to be flawless.

Final Remarks:
I did go lightly on some areas, being a new Advertising Forum. The thing is, Ad Forums are aplenty, and all offer alot of the same. It's going to depend on how much more active you can get it going in the future, and make sure you can satisfy all your members ad needs when they're requested.
What was most liked about the website/forums:
The current active/staff member list, compared to the total members registered. Showed the forum has alot of stability in it's beginning stages.
What was disliked most about the website/forums:
It's probably just me, but the forum width was just too wide for me when going from board desciption to the total post/topics in that description. I rpomise, a smaller width is more appealing.
How could I get you (The Reviewer) to join my website?
It's an advertising forum, so far, with alot ofpromise. Won't take me much to sign up; it just depends on the forum's activities/staff turn around for services, wether i stay or not.
