Remove 'graininess' please?

Please could someone remove the 'graininess' in this picture (all the dots)?

Well can you tell me what I have to do to be able to have that clip as normal quality as someone did it for me once. I gave them a youtube video and they gave it back to me as a useable signature.

its possible if you supply the original video. and if you don't mind if it lower size in width and height. other then that it would be a no

I tried supplying the original video but this forum doesn't allow uploading of WMV files.

then you can just give me to the youtube page itself where it contains the video. or .rar it and upload to a free host.
