Its a good domain name indeed 😉 If you're going to start a "interview" kind of site where you interview owners of forums, I suggest you run it on a blog platform. Makes more sense that way. Wish you the best!

Well I have a few ideas for the site. I am not fully sure yet...

I am thinking about offering paid reviews for forums/websites or having a 'freelance' site where reviewers can offer their reviews and can list them on my site.
Thoughts?

Admins and webmasters will only pay for reviews if you are offering something of value that they can't get for free elsewhere. You should probably think about what value you could offer to your customers.

I like the idea of a forum review site, although I'm not sure how hard it'd be to get people to pay for a review from a new and untested site. Maybe you should write up some reviews of various sites for free first to show what people would get if they pay? Because I know I wouldn't pay unless there was evidence the reviewer actually knew what they were doing and were wlling to really go into depth about how to improve my forum.
