The problem is alot require a large number of posts before you can avertise like 10 or even 15 posts...

I don't mind 5 posts but when they ask for 10 I just get annoyed and don't bother.

Resource boards are forums that offer thing for your forum like graphics and stuff like this site - http://zetaresources.com/

Have you tryed MadAds?

They have over 2,400 members. But they require you to have non-spam 15 posts to advertise a resource forum (Graphics, Reviews, Advertising) and 10 non-spam posts for every other type of forum.
