First Impressions - (Out of 20)
The first thing i notice is the skin is very bland, Its like in most modern houses people paint most rooms magnolia and white, it looks nice, but is very boring, the same goes for your skin, it doesnt look bad, but its nothing special and doesnt make me think "wow", theres nothing good about it. The banner is of a really bad quality and needs to be changed, make the most of the Graphics request service. we have here at FP
The second Thing i notice is the board is still phpbb3, it would be worth upgrading to Phpbb3, this would give you access to nice skins and new features. Another thing might be to buy a Domain for your forum, this would make it look a lot more professional and would be easier for your members to remember, which means increased Activity.
Im going to give you 10/20 for this as its nothing special.

Site Layout - (Out of 20)
The layout is quite good, the main thing i dont like is the spam and locked topics subforum in the bulletin forum, that is the first forum everyone sees, and they might venture into it, this should be hidden away in a staff forum where no one else can see it, theres no need for them to be archived publicly.
Another strange thing is the birthday forum, ive never seen this before, i think it should maybe be a subforum in off topic as i dont think it needs to be on the index page, its got 1 post in it so it makes the forum look inactive.
Im going to give you 14/20 for this as theres only a few small things i'd change

228 members is quite a lot, You should be very proud of that, nearly 50,000 posts is quite a lot for the amount of members you have also, Overall your forum has great statistics, keep up the advertising and your hard work and im sure things will continue to improve.
Im going to give you 20/20 for this as its great.

Staff Moderation - (Out of 20)
I've had a look around, and i think that there is a sufficient number of moderaters and Admins for the amount of activity your forum has.
On the subject of Activity, i believe that your forum is not too active at the moment, theres a lot of forums that havent been posted in for weeks, months, and a year in some, this makes the forum look inactive and should be sorted out, either bump the forums or delete them or merge them.
Im going to give you 16/20 for this as its not bad.

Ive had a look around, and the overall spelling and grammar around the forum is perfect, You can tell everything has been double checked and is very well done, im going to give you 20/20 for this as i can't think of anything to improve on in the section.
