First Impressions & Appearance - (Out of 20)
Review Central has a great look! Very easy on the eyes, and really grabs my attention from the get-go. Tha banner has a nice feel to it, I really like the banner's background, and the way the images focal point leads to the right, into the pen. The only thing i don't like, is how small the text for your forum is. I'd suggest upsizing the font, not too much, but at least til it reaches to about the center of the banner.
I like the forum icons, too. Looks like a digital version of a writer's notepad.

Site Layout - (Out of 20)
You already know what you're doing, and have set up the forum exceptionally well. Everything is so easy to find, and I never overlook, or have to backtrack to find a section I'm looking for. Great job on organizing everything, so well. Really like the whole layout.
You just need to really remember, you're advertising yourself, so you know what discussions get memebrs talking. Make sure to add new topics daily, especially in those empty boards. No forum should have empty boards, when the admin of a forum created them.

Statistics and Activity - (Out of 20)
For being opened for only a little over a week, you suprisingly gained a good strong number of members ... however, your post count doesn't seem to quite match up with thos rising numbers in members. You've been on many ad based forums; and you should know what types of topics members like to get involved with in these type of forums.
I also believe, that without the ability to give reviews from the start, is hurting the credibility of the forum, and that's something you don't want to have, especially in the beginning phase of the forum. And, with no reviews to show for, not many will believe they can get one, and not stay for too long.

Staff Moderation - (Out of 20)
For a forum this size, you've got just what you need, 1 admin, i moderator, and i service staff member. But, this forum's got a service that demands alot of work, and one review team member isn't going to cut it. As administrator , who wants the forum to get off the ground, you're gonna have to take some action, and either get more review team members, or you're gonna have a heavy work load completing reviews yourself.
What i really don't seem to understand, as admin of a new forum, you should be kissing some serious tail to every new member. WELCOME every single new member ... and not just "Welcome to the Forum." You have to make sure that new member knows how much you appreciate them signing up, and not with a welcome message that looks copy and pasted; or took 4 seconds to write and post.

Spelling/Grammar & Professionalism - (Out of 20)
Board titles & descriptions look really good. Though, now that the forum ic completed, may be a good time to go back, and work in some new board descriptions. Don't rush them when writing, think them through, and write them as if you were speaking directly to the reader.
Now, so far, I've seen 3 rejected reviews. 2 of them were understandible, though, it isn't stated in any guidelines, or headings, that members need a 10 post count, anywhere. I looked everywhere, and it seemed like you just made that rule up, on the spot.
I would have honestly complted the request that was rejected, cause you didn't have enough review staff. It shoulda been your job to fill in, and , plus ... it would have given your Review Forum it's first review completed; and added credibility back into the forum

Final Remarks:
You've always got good sense in you, but sometimes you don't put everything on the table, and use it. You've really got a great forum software, and set-up to start with. But, you really, really, really need to think, and think long, if this is really something you want to do? It's gonna get tougher, more than it gets easier.

The overall look, and the banner. The forum set-up was very nice and organized, as well.

The lack of reviews, and review team members who can handle the task.
