Design Quality
The overall impression of the design is nice, clean, and sleek. The color combinations are good and does not hurt the eye. I'm under the impression that the main color of the website is green and white, so the 'Search' button at the top of the index page stands out in a weird way, especially compared to a green button around the bottom of the page.
I talk about the navigation bar at 'Site Structure' section of this review, and related to that part I am going to talk about, I feel that the logo can be made to stand out more. For example, it can gain more attention if made as big as 'Search Jobs' line and its sub-text. Those two lines can instead be removed and user can proceed immediately to the search box which defines what the website is actually about.
The footers look quite good. I feel that if the text is centered, it will look more tidy and professional for this kind of website.

Site Structure
TalentSpark has a simple and clean structure. With such simple layout, I feel that the navigation bar at the top is not very useful here and may even be repetitive. For example, the logo of the website and the 'Home' button links to the same address or at least lands user in the same part of the website. Categories and locations can be seen immediately with one or two scrolls. And at the end of the scrolling we see the 'Latest' area. Clicking the new search button brings us back immediately at the top. I agree with the navigation at the footer, though, for ease of access and directory of what the website contains.
While I was writing this review, I was wondering about the actual usage of 'Latest' area. At index page, the 'Latest' section does not really show any content as the sub-text indicates, which I imagine to be the newest job openings posted at respective websites. Perhaps you can show that there is a new job opening for a specific category or location instead by highlighting the name of category or location, or add a lightbulb icon like in the website's logo, instead.

Grammar & Spelling
There are some inconsistencies related to grammar and spelling at TalentSpark. For example, at the 'Search Jobs' section, the first box should probably have 'Job' instead of repeating the word 'Search'. It works well for the last big blue button. The sub-texts to the titles of each section also vary in size and some lines do not have full stop at the end of it. You also use capital letter in the middle of a sentence in sub-text of 'Latest'; the same thing happens when I click on a category or a location and get redirected to a more detailed page about the job openings.
I also think that 'Search a Job' is more appropriate than 'Search Jobs', but it may be a matter of preference and what I get used to hear.

Final Remarks
TalentSpark is a very simple website. It has a relatively good design and structure which support its purpose well. One possible point to explore is to display and highlight several new job openings at the top which may be popular and invite visitors to read and dig deeper about the kind of jobs they can apply for. TalentSpark still has potential to grow better, so I wish you all the best with the website!
