First Impressions & Appearance - (Out of 20)
Well the two things that stand out at me the most is the forum banner and the chatbox.
The forum logo looks very well designed but it seems like it is more "Tagged" then it is a logo, all I see is the link on the bottom right, below "Shujaat Syed" which really means nothing to the average user. I would change where the text is located; maybe more centered.
The chatbox seems to be in the way of the forums. I understand you '-' minimize it, but it is still an extra click. It also removes you from the chatbox until you press the "I'm back!" button, why keep us out for not posting? Otherwise it looks well moderated.

Site Layout - (Out of 20)
One thing I notice right off the bat is the "Staff Applications" forum. It seems intrusive and looks unprofessional. A better way to hire would be with a global topic, this will make it easier to organize.
Also, most of your forums have a post count restriction, it may not be hard to gain that amount of posts but on forums such as your "Tutorial" forum, it would be good to unlock mainly because someone may 'Google' and search online for a tutorial to make an image when it is just right there to use.
I am not sure how Runescape ties in with the forum, it looks a bit just "there". It also seems that the "Teams" section of the forum is limited to users with half a centennial of posts, which seems to me off-putting.
Putting the general disscusions right at the first category really looks bad, I would make a off topic category below the Runescape forums to house all of your off-topicness.

Statistics and Activity - (Out of 20)
Opening this year and having around 30,000 posts is simply amazing! You have users who take pride in your forum and come back to contribute reguraly. I can seen by the mod located at the footer of the forum how many members you have had today, it shows!
With administrators only having 3000 posts each, I can see how much the community contributes. You also have an amazing member count, with plenty of active members every-time you log back in! Your stats are some of the best I have seen on a graphic forum!

Staff Moderation - (Out of 20)
It looks as if you are short handed

When really you are doing just fine with moderation. You have 13 overall moderators and two moderators. It also seems graphics are getting done by members, so instead of asking for applications, just PM them asking to join the team in my opinion.
It looks very well moderated, no spam posts or flames in site!

Spelling/Grammar & Professionalism - (Out of 20)
Your descriptions are short and sweet. They also use terms unlike most forums I have seen.
Adding a little 'something something' to the "474+ Runescape Private Servers" forum would be nice. I am not sure of what this forum contains.

A great forum overall, I would work on a few of the low points brought up in this review.

I love the theme and colors of the forum, they mix very well for a Graphics forum.
What was disliked most about the website/forums:
Your lack of an Off Topic category, and the mixed in Runescape forum. Also the standing out staff applications forum. Changing those soon will help your forum a lot.
How could I get you (The Reviewer) to join my website?
Possibly take off the restrictions and maybe a forum for newbie's to post graphics :lol:
